CITY OF RINCON EFFINGHAM COUNTY NOTICE OF INTENTION TO AMEND THE MUNICIPAL CHARTER OF RINCON, GEORGIA, BY ORDINANCE PURSUANT TO O.C.G.A. SS 36-35-3 Notice is hereby given that an ordinance will be introduced on the 13th day of April, 2026, and read for final adoption on the 27th day of April, 2026, to amend the Municipal Charter of Rincon, Georgia, which was created by an Act approved on the 4th day of April, 1997 (H.B. 194), to provide for when special meetings may be called; to define a quorum of city council; to establish that except where authorized by law, neither the mayor nor any council member shall hold any other elective or compensated appointive office in the city or otherwise be employed by said government or any agency thereof during the term for which such person was elected unless he or she first resigns; to require the city clerk keep a properly indexed book of all ordinances and resolutions, to identify when the city manager may be removed; to define the powers and duties of mayor; to clarify when the mayor pro tempore shall sign contracts and ordinances; to define the role of city clerk; and to define the role of city finance director. A copy of this proposed amendment to the Municipal Charter of Rincon, Georgia, is on file in the Office of the Clerk of the City of Rincon, Georgia and is on file in the Office of the Clerk of the Superior Court of Effingham County, Georgia, for the purpose of examination and inspection by the public, all as required by law.
