The City of Springfield is seeking Request for Proposals (RFP) from qualifying firms for Construction Management at Risk (CMAR) One-Step Process services for the construction of the publicly owned Springfield Wastewater Treatment Facility Upgrades located at 313A Industrial Blvd, Rincon, GA 31326. 2. Sealed Proposals will be accepted and opened publicly in the Council Room of the City of Springfield City Hall, located at 130 S Laurel Street, Springfield, GA 31329 until 2:00 PM, June 26th, 2025. CMAR General Scope of Services: The City will implement the Project by selecting a CMAR firm for the Pre-construction Services and Construction Services. Refer to Attachment A, CMAR Services, for additional information. Scope of work includes upgrades to the existing treatment facility to replace outdated structures and equipment and to create redundancy in the system, while also designing and sizing to accommodate for a future average flow rate of 1.8 MGD with a peak rate of 5.4 MGD. In general, the upgrades to the facility include new Influent Pump Station, Headworks Screening and Grit System, Verticel biological process, Secondary Clarifier, new Return Activated Sludge (RAS) Pump Station, Drain Pump Station, Motor Control Center (MCC) Building, electrical and SCADA controls. Additionally, includes all site piping, grading, and paving. The project is to be designed and constructed in two phases. Phase I - Preconstruction Services: Phase I will generally include constructability reviews, value engineering, estimating, and scheduling construction activities. Upon design completion of approximately 70%-90% (Owner's discretion), the CMAR will submit to the Owner a guaranteed maximum price (GMP) for construction services along with a breakdown of estimated construction costs and a proposed detailed schedule. The proposed GMP guaranteed by the CMAR will be a "not to exceed" fee. Phase II - Construction Services: At Phase II, Once the Owner approves the detailed GMP and detailed schedule, the CMAR will assume the general contractor role, provide further design review, procure subcontractors, and begin project construction. The awarded CMAR shall submit "Phase I - Preconstruction Services" pricing during the negotiations of the CMAR contract with the City. The CMAR firm will provide all construction services required to complete the Project. For full scope of Services see RFP documents and Construction Plans. 4. Evaluation of Proposals: The City of Springfield reserves the right to cancel this solicitation and/or reject any and all proposals in whole or in part if The City determines that cancellation and/or rejections are advantageous to the City. RFPs are legal and binding upon the Respondent when submitted. It will also be the responsibility of each Respondent to obtain any addenda issued for the project. A Pre-Proposal Meeting and Site Visit will be held on June 3rd, 2025, at 10:00 A.M. at the Springfield Wastewater Treatment Facility (313A Industrial Blvd, Rincon, GA 31326). The Pre-Proposal Meeting and Site Visit are not mandatory to the potential Proposers. All prospective proposers are encouraged to attend. Last day for Questions to submit in writing shall be Tuesday, June 17th, 2025, at 5:00 P.M. 7. Procedures for the selection of the CMAR firm will be in accordance with the RFP package and local procurement requirements as well as the requirements of the Procurement Standards in the Title 2 C.F.R 200.317 through 200.327, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and applicable subparts and within the grant managements system administered by the Governor's Office of Planning and Budget (OPB), Georgia Grants. 8. CMAR must comply with the President's Executive Order Nos. 11246 and 11375, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. CMAR must also comply with Executive Order No. 13988 that states all person should receive equal treatment under the law regardless of their gender identity or sexual orientation. 9. CMAR must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, and the Contract Work Hours Standard Act. 10. CMAR must comply with procurement of recovered materials pursuant to 2 C.F.R. SS200.323, which requires contractors to comply with section 6002 of the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act 11. Buy America Clause: Proposers hereby notified that they are encouraged, to the greatest extent practicable, to purchase American made equipment and products with funding provided under this contract. 12. The American Iron and Steel (AIS) provision apply to the proposed Project. The successful Proposer shall use iron and steel products that are produced in the United States. 13. The Contractor, or any subcontractor, submitting a proposal for utility contracting, as defined in O.C.G.A. Section 43-14-2 to a utility system as defined in said section, shall conform to O.C.G.A. Section 43-14-8.2 et seq. with reference to Utility Contractor's Licenses and shall submit the proposal with the license numbers, as issued by the Division of Utility Contractors, affixed on the outside of the submittal envelope as provided by O.C.G.A. Section 43-14-8.2(h). Utility contracting means a proposal to perform utility work, the depth which exceeds five (5) feet, to a utility system as defined in O.C.G.A. Section 43-14- 2(17).
